how to encode the mp3

how do you encode the mp3 file to the settings you guys have suggested...

With my limited bit of knowledge, you need a editing program to be able to save the mp3's in the formats required.

I tried Cool edit Pro during the TRIAL period, but don't really want to spend the almost $200.00 to buy it. I have been told there are several freeware or inexpenisve sofftware programs that do the same thing.
